Point and counterpoint:
Crazy: There’s a yahoo news story right now about a grandma who was selling heroin in LA and using her 11 year old grand daughter as a lookout. She got caught. Here’s the thing though, “grandma” was 39 years old. Do the math: 39-11=28 years. And you have to fit two generations in there.
Not so crazy: Senator Ted Stevens is in a bit of trouble because it’s not exactly clear who paid the bills for his house renovation. Of course, Mr. “Series of Tubes” is about as dirty as they get in the senate so it’s about time.

Just another possibility you hadn’t considered, though:
What if she’s a step-grandma? Granddad could be of a more normal age range, as could mom, yet step-grandma is/was a trophy wife. (who deals heroin? - weird…)
The notion of an evil step-grandma seems very Disney-movie, but could help account for the surprising age distribution at play here…

from the sound of the story, there’s no step involved.
She and her daughter only had to have kids at the age of 14. That’s entirely within the realm of possibility. (Never mind the fact that the actual knocking-up had to happen at 13.)
At this rate, they could fit in another generation in only two more years!
